  • Led several sensitive enquiries and confidential investigations relating to large financial scams, bank frauds, money laundering, corruption in government departments, and fraudulent companies engaging in stealth of thousands of crores of public money.

  • Oversaw the prosecution of offenders engaged in mass economic crimes such as large scale irregular employment in Govt departments (such as fraudulent employments in Government Schools on the basis of fake B.Ed. degrees),

  • Successfully investigated and prosecuted other economic crimes such as embezzlement of very large amounts of Government funds by multiple departments connected with social welfare like scholarships, pensions, distribution of rations, midday meal scheme, etc.

  • Pioneered the introduction of new methods in collection of intelligence regarding illegal economic activity in Uttar Pradesh via the use of latest surveillance technologies and sting operations.

  • Participated in the 17th Annual Forum meeting of Asia Pacific Group (APG) on money laundering in Delhi in 2015 and was a member of the Joint Working Group (JWG) meetings held between India and Netherlands, Australia, France and Thailand, and bilateral meetings that were held between India and Bangladesh, Myanmar, Indonesia, Mauritius, Qatar and Seychelles on Counter Terrorism and Security Cooperation. Strategies to stifle money laundering were developed in the forums mentioned above.

  • Commanded the investigations and enquiries against several high-profile drug related offences which were extensively covered by the media, including cross-border trafficking and within country sale of substances banned as per NDPS Act.

  • Made financial investigation under Section 68 of the NDPS Act compulsory in all drug interdiction cases, leading to the identification of several bank accounts that were receiving several crores of funds (in INR) from illegal drug trafficking.

  • Diligently documented the identification of proceeds from all transnational organized criminal activities involving drug trade, as the deposits in above mentioned bank-accounts and linked properties were frozen promptly upon indictment of the offenders.

  • Worked in close coordination with Central Ministries including the Ministry of Home Affairs, (MHA), Ministry of Finance (MoF), Ministry of Social Justice and Empowerment (MSJE), Ministry of Health (MoH) and Agencies like United Nations Office on Drugs and Crime (UNODC), National AIDS Control Organization (NACO), E.D. (Enforcement Directorate), Border guarding forces, Financial Intelligence Unit (FIU) and various State level Law Enforcement Agencies.

  • Supervised the collection, collation and dissemination of intelligence between India and foreign agencies, including coordination with Drug Liaison Officers (DLOs) of important Embassies located at Delhi like Canada, U.K. Australia, South Africa which led to outstanding operations resulting in huge drug hauls and seizures of illegal proceeds of crimes.

  • Regularly participated at national coordination platforms like MAC (Multi Agency Centre), EIC (Economic Intelligence Council) and GEP (Global Entry Program) which were fruitful in identifying suspicious activities including illegal financial flows. 

  • Developed a keen insight into to financial investigations and anti-money laundering strategies involving drug trade, by virtue of his 5 year long tenure in the Narcotics Control Bureau that involved field work, sensitive investigations and prosecution of offenders

INSPECTOR GENERAL OF POLICE, VARANASI ZONE, UTTAR PRADESH                                                                                                            2010-2012

Varanasi, Uttar Pradesh

 

  • Supervised the SSP/SPs of 11 Districts of Varanasi Police Zone, one of most communally sensitive Zones in Uttar Pradesh.

  • Successfully ensured end-to-end security of all communally sensitive areas in Varanasi, especially the Kashi Vishwanath- Gyanvapi Shrine, in addition to handling the security of VVIPs/VIPs via the use of latest surveillance tools and technological installations.

  • Ensured that effective policing protocols regarding Crime Prevention and Detection were developed and implemented in a timely manner. Crime in Varanasi between 2010-2012 dropped significantly, while Law & Order took a front-seat.

  • Supervised the Human Resource Management of young police trainees in Varanasi, ensuring they got exposure to various policing tactics and responsibilities as they entered service. Training and skill development of new entrants was a key focus at this time.

  • Successfully commanded Anti Naxal operations in the 3 Naxal affected districts of Sonbhadra, Mirzapur and Chandauli of U.P., all of which came under the jurisdiction of Varanasi Zone.

INSPECTOR GENERAL OF POLICE, INTELLIGENCE DEPARTMENT, UTTAR PRADESH                                                                                  2008-2010

Lucknow, Uttar Pradesh

 

  • Succeeded in the use of intelligence-led investigative techniques (application of systems, technologies, and processes that analyze applicable data and assist in information gathering) to detect and suppress organized crime and potential terrorist activities.

  • Trained young police officers in the Intelligence Department on the collection, collation and timely dissemination of political social, communal intelligence to various cooperating government bodies, thereby preventing several crimes and apprehending offenders.

  • Worked closely with civilian sources as well as governmental resources to create an environment of “intelligence-led policing”, which creates a systematic protocol for identifying and analyzing crime patterns or trends amongst various cases. This philosophy was adopted by other units in Uttar Pradesh to deploy resources in an effective manner for the identification and prosecution of offenders.

  • Administration of covert and overt operations related to radicalisation, terrorist activities, labour, caste and communal tensions.

DEPUTY INSPECTOR GENERAL OF POLICE, UTTAR PRADESH                                                                                                                            2004-2008

  • Supervised the working of SPs of the districts of above-mentioned Ranges in matters related to Crime Prevention and Detection; Maintenance of Law & Order and Public Peace; Traffic Management; VVIP/VIP Security, Media Management and Prison Up-Keep.

  • Specially deputed as DIG Azamgarh to control communal riots in Mau district in Oct 2005. Succeeded in curbing radical elements in the Range, while ensuring intelligence gathering on linkages between Azamgarh and mafia operatives in Mumbai.

  • Specially deputed as DIG Prisons (First IPS Officer to be appointed at this post) of Lucknow and Meerut region following notable disturbance and violence in some of the prisons, and was relieved of the charge after restoring normalcy in prisons within one month.

  • Specially deputed as DIG Security after a terrorist attack on the Ramjanam Mandir- Babri Masjid shrine on 5th July, 2005. Revised the Security Schemes of all three disputed shrines and the Taj Mahal, Agra in a record one month time. The revisions were then presented before the Union Home Secretary (MHA) and once approved, made the schemes operational after purchase of necessary hardware and software. This role also included supervision of VVIP/VIP security and 42 earmarked vital installations of the State.

  • Deputed as DIG Provincial Armed Constabulary (PAC) to ensure timely deployment of Armed PAC companies in law & order situations, Shrine Security & VIP Security; maintaining discipline and morale of the armed forces who sometimes had to work in extenuating conditions and circumstances. Created a permanent mechanism to ensure the welfare of the families of the Jawans.

  • Appointed as Joint Director, Vigilance, which involved the timely investigations into individual complaints of corruption against Government officers (IAS & IPS), as well as complaints of organized corruption against State departments.

SENIOR SUPERINTENDENT OF POLICE, UTTAR PRADESH                                                                                                                                   1997-2004

Kanpur, Gorakhpur, Meerut, Allahabad

 

  • Succeeded in fulfilling all requisite responsibilities of the SSP in above-mentioned districts, which included (but were not limited to) Crime Prevention and Detection; maintenance of Law & Order and Public Peace; Anti-Mafia operations; Traffic management; VVIP/VIP security; Welfare of Policemen and their families; Prison Up-Keep and Media Management.

  • Successfully attached all immovable properties of notorious mafia don Shri Prakash Shukla of Gorakhpur during stint as SSP Gorakhpur. Shri Prakash Shukla was killed by the STF in Ghaziabad in 1998.

  • Succeeded in fulfilling all requisite responsibilities of SP Allahabad, which included (but were not limited to) Active Field Duty, Crime Prevention and Detection; maintenance of Law & Order and Public Peace; Anti-Mafia operations; Traffic management; VVIP/VIP security; Welfare of Policemen and their families; Prison Up-Keep and Media Management.

  • Took special preventative steps to ensure that there were no communal riots in Allahabad following the demolition of the Babri Masjid on 6th Dec 1992. This exception of peace (when other cities in India witnessed communal riots on a large scale) was covered prominently in the National media.

  • Successfully commanded the arrest of notorious mafia don Atiq Ahmad of Allahabad for the first time in 1991.
